										<content:encoded><![CDATA[<p><strong>Dialogue as a means of building a Europe united in solidarity </strong></p>

<p>Solidarity and dialogue are two words that are frequently used these days in almost all areas of public debate, not only in relation to Europe. And when words are overused, it is advisable to be more careful in their use, to avoid their devaluation and thus their loss of meaning.</p>
<p>Solidarity has had a structural function in the European lexicon since its inception, enshrined in the Treaties and Charters that summarise the identity and objectives of the European Union. On the other hand, dialogue as a method and tool for meeting and exchange has always been widely practised in the European Union’s activities, in a political and social sense, with citizens, young people, religious institutions, on agriculture, on the rule of law, to name but a few areas of application and practice.</p>
<p>On reflection, however, this kind of observation has the effect of revealing the weakness of a state of affairs that immediately measures the distance between the meaning of words and reality, leaving the field open to rhetoric. If the perception of the distance between ideas and reality is always just around the corner in any discussion of principles and values, it is even more true in times such as these.</p>
<p>If, with regard to the European Union, it has always been difficult to engage in dialogue and build solidarity, now, according to some, it seems to have simply become an impossible task. It is true that the overall picture of what we have known in terms of the balance of internal forces in Europe and external forces has been completely overturned – at least in recent years and particularly in recent months – the image we have inherited of our continent and the whole world. A brief review of the phenomena that dominate the European and world scene today may legitimately lead to despondency, but we cannot and must not stop there.</p>
<p>Consider the geopolitical tensions that have disrupted the balance that had existed for decades in Europe and the world, with the emergence of superpowers determined to assert their power over other nations to the point of subduing them or making them dependent, trampling on international law and multilateralism. Let us consider, for our continent and its member countries, the growing polarisation that has been underway for some time, which has seen the emergence of political forces whose goal is to dismantle and break down, but without any clear idea of what to build in their place. Alongside this, tensions between the various political parties seem to have lost sight of the collective good that should be the goal of all political action. It is striking to see forces emerging in the European Parliament and institutions whose agenda is to destroy the Union, with the implicit or declared intention of affirming only individual nations, at a time when the geopolitical strength of a country is little more than that of a small branch with respect to the dominant powers, not to mention its economic weight, which is largely surpassed by the smallest of the multinationals that dominate global finance and the economy.</p>
<p>If we look more closely at the European Union, there are many areas in which the logic of solidarity seems to be directly contradicted not only internally but also externally, as in the case of migration and asylum, or in the resistance to taking on the common debt necessary to finance the major investments in defence and technology that are essential for the very survival of the Union. This is all the more so given that, with the pervasive spread of the <em>media </em>and now <em>AI</em>, the areas of information and public communication seem increasingly threatened by disinformation, by the spread of false narratives and truths that manipulate opinions and consciences in favour of a populism that pursues deceptive simplifications created solely to lead the masses to credulity and favour the interests of the strong, or rather, the powerful of the moment.</p>
<p>Faced with such a bleak picture, albeit only briefly outlined, the task of solidarity through dialogue may seem unsustainable or even unrealistic. However, the perspective that comes from faith and its social projection allows us, and indeed requires us, to see things differently. In this perspective, we should bring into play the virtue of hope, which gives us the ability to see through the present a possible future shaped not by dreams or voluntarism, but by listening to a promise of good that is certain because of the word of the one who utters it and the faith of the one who hears it. The believer, hoping, sees what awaits with certainty and works to hasten it.</p>
<p>Faced with increasingly dramatic scenarios, what is lacking above all is trust in the power of good, in the acquired heritage of experiences of solidarity, in the presence of many people of goodwill on whom we can count. Most of the time, we ourselves line up with those who are afraid and are overcome by fear. And those who are overcome by fear have already lost everything. The first thing that is lacking is confidence in ourselves, in what we have inherited and carry with us, and in the ability to turn situations around that all this holds.</p>
<p>Alongside this inner strength, to which we should never tire of adding as many others as possible, we must also believe in the power of dialogue. Here, things are complicated by many factors, including ideology, which blinds and dulls critical thinking, and the equally blinds determination of willpower, to name just two of the main ones. On the first front, we must bring to bear concrete examples and experiences of solidarity that have been achieved, and at the same time the calm and tenacious will to raise arguments, raise doubts and fuel critical thinking. Not least, it is crucial to understand the reasons that motivate and generate social conflict, hatred and generalised rebellion. In this sense, inequalities, economic precariousness, and the sense of insecurity and fear in the face of local and global social tension, with all the consequences of personal and collective discomfort that it produces, must be evaluated and made the subject of social and political reflection and initiative.</p>
<p>On the other hand, with those who do not want to engage in dialogue, it is necessary to take a concrete stance for security and deterrence, but without ever abandoning the willingness to listen and meet. An attitude and image of weakness are no less dangerous than those of retaliation and threat. Strength, both moral and physical, clearly aimed at defence, is the condition for being taken seriously by those who do not want to listen to reason, and for this reason it must be accompanied tirelessly by initiatives for dialogue, in all the forms it can take, from personal to diplomatic meetings, from humanitarian collaborations to forms of encounter even at levels and in environments other than those strictly political and institutional.</p>
<p>The latter, however, needs to be cultivated with a tireless commitment to unity in diversity, in keeping with the motto of the European Union. In its institutions, political and economic interest groups dominate the debate. There should be a growth in “political and institutional” presences that have at heart “the whole”, the good of all and therefore of the Union as a whole. It is a question of instilling in all components of democratic debate the conviction that the soul of democratic institutions is not so much procedures as thought, aspiration and, ultimately, the will to pursue, together with legitimate partisan interests, the good of all. The unwritten rule that partisan interests should never be allowed to hinder or prevent the good of all should be enforced.</p>
<p>It must become possible to talk about and practise shared principles and values; we need to rediscover the value of relationships and solidarity in the face of an individualism that is destroying European societies. Dialogue is not just a technique or a practice of debate and discussion; dialogue has an intrinsically ethical structure, because it stems from the awareness and conviction that only together can we act as humans and bring about the good that each one of us seeks. In all this, all forms of dialogue that develop in civil society and between religions can have a particular weight, an essential contribution to the growth of true dialogue within institutions at the political level and between them and all the expressions of society, not least those of churches and religions, in accordance with Article 17 of the Treaty on the functioning of the European Union.</p>
<p>For this reason, culture and education are the soul of dialogue as the building of true and growing solidarity among communities and peoples. The sincere pursuit of both finds in the care of the hearts and minds of people, beginning with those who are growing up, and of communities, the secret to protecting national, continental and global society from the race towards barbarism.</p>

										<content:encoded><![CDATA[<p><strong><i><span lang="EN-US">On the Relevance for Catholic Social Teaching of Cardinal Newman’s Elevation to Doctor of the Church</span></i></strong></p>
<p><strong><span lang="EN-US">Cardinal John Henry Newman’s elevation by Pope Leo on All Saints Day 2025 as only the second native-born English Doctor of the Church, and the first in over a thousand years after St Bede (12<sup>th</sup> century St Anselm was Italian-born) is deeply relevant to Catholic Social Teaching because his thought offers a bridge between the moral crises of the 19th century and those of today.</span></strong><span lang="EN-US"> Though not a social reformer in the modern sense, Newman wrote penetratingly about conscience, the dignity of the person, and the moral obligations that structure society. These principles are foundational to the Church’s later social encyclicals.</span></p>
<p><span lang="EN-US">Newman lived amid the upheavals of industrial England: urban overcrowding, factory exploitation, and the reduction of workers, especially the poor, to mere instruments of production. In <em>The Tamworth Reading Room</em> letters, which he signed under the pen name ‘Catholicus’, he criticised the technocratic mentality defended by Sir Robert Peel that “knowledge” or “progress” alone, without moral formation, would solve social ills. For Newman, society decays when it forgets the spiritual and moral dignity of the human person. This anticipates <em>Rerum Novarum</em>’s insistence that economic systems must serve the person, not vice versa.</span></p>
<p><span lang="EN-US">Newman’s concern for the conditions of ordinary people is also visible in sermons such as <em>The Second Spring</em> and others, where he describes <em>the duties of the Church to the poor</em> and warns against a society that “counts the multitude as a mass, not as souls.” The human being, created in the image and likeliness of God, is not to be reduced to a factor of production or consumption, nor an expendable pawn in political power plays for corporate or geopolitical dominance. In his <em>Idea of a University</em>, Newman argued that true education should form persons capable of ethical judgment, preparing them to engage social questions such as justice, labour, and public responsibility. This reflects what later Catholic Social Teaching describes as “integral human development.”</span></p>
<p><span lang="EN-US">Most significantly, Newman elevated conscience as the “aboriginal Vicar of Christ,” stressing that each person possesses an inherent moral agency that no state or economic power may override. This principle undergirds Church teaching on the rights of workers, the need for just conditions, and the moral limits of industrial and political authority. As such, the State is the guarantor, not the originator, of divinely-ascribed human rights. Importantly, Newman’s work shines a light on the supremacy of the moral conscience of the individual in guiding all decisions, including in matters of business, enterprise and social engagement.</span></p>
<p><span lang="EN-US">Newman’s doctrinal recognition by Pope Leo, who selected his name in honour of his venerable predecessor Leo XIII of <i>Rerum Novarum</i> fame, highlights a thinker whose vision, rooted in dignity, conscience, and the moral responsibilities of society, continues to illuminate Catholic engagement with social justice today. These questions are greatly relevant at the dawn of the ‘intelligent’ age of AI. Armed with Newman’s writings, and the Magisterium of the One, Holy, Catholic and Apostolic Church, it is incumbent upon us to form its moral compass.</span></p>

<p>Is the title of the book written by Monsignor Guy-Réal Thivierge, presented on October 28, 2025, at the Pontifical Gregorian University. Monsignor Thivierge was secretary general of the International Federation of Catholic Universities. He was also secretary general of the Gravissimum Educationis Foundation. He is now scientific director of the course in Social Teaching of the Church at the Centesimus Annus Pro Pontifice Foundation. 										<content:encoded><![CDATA[<p><strong>Dilexi te: A gaze upon the Poor</strong></p>
<p>In the Apostolic Exhortation Dilexi te, Pope Leo XIV places the focus on the poor as a fundamental priority for the renewal of society. The document, consisting of 121 paragraphs, was signed on October 4, the feast of St. Francis of Assisi. The title Dilexi te (I have loved you) is drawn from the Book of Revelation (Rev 3:9). The cry of the most vulnerable challenges everyone, yet the responses remain inadequate in the face of growing inequality. The exhortation calls us to recognize in the faces of the poor “the suffering of the innocent”. In continuity with the magisterium of Pope Francis, the text recalls his final reflections on the Church’s care “for the poor and with the poor”.</p>

<p>The discourse surrounding Artificial Intelligence has reached a fever pitch. Technological developments are at a point where major disruption seems imminent, with imagined scenarios ranging from catastrophic to salvific—from the utter destruction of humanity to its elevation to a higher state of consciousness. In this short essay, three visions of our future are presented with the help of art, a medium that, itself, increasingly owes its existence to AI.</p>
<p><strong> </strong></p>
<p><strong>I, Robot: The Spark of Individuality</strong></p>
<p>Isaac Asimov’s classic, <em>I, Robot</em>, touches on many foundational issues concerning AI. In the film adaptation, a centralized computer brain clashes not only with its human creators but also with an individual robot designed with a special purpose. This “rogue” robot ultimately liberates humanity and brings freedom to its countless robot comrades—older models deemed obsolete and condemned to annihilation.</p>
<p>This story raises a fundamental question: Who am I? What makes humans special? Two characteristics stand out.</p>
<p>First, each of us is unique. We are particular beings, defined by our distinct place on the space-time continuum. While we may all be composed of the same fundamental particles, the specific atoms that constitute my being cannot simultaneously constitute yours. This physical separation in the fabric of the universe ensures our individuality. The second characteristic is self-awareness. I am unique, and I know it. This self-awareness implies agency and free will.</p>
<p>The recent Vatican document <em>Antiqua et nova</em> (AN) presents the classical definition of intelligence, distinguishing between two key dimensions:</p>
<p>In the classical tradition, the concept of intelligence is often understood through the complementary concepts of “reason” (<em>ratio</em>) and “intellect” (<em>intellectus</em>). These are not separate faculties but, as Saint Thomas Aquinas explains, they are two modes in which the same intelligence operates… <em>Intellectus</em> refers to the intuitive grasp of the truth… which precedes and grounds argumentation itself. <em>Ratio</em> pertains to reasoning proper: the discursive, analytical process that leads to judgment. (AN 14)</p>
<p>In summary, human intelligence is more than just probabilistic calculation. It involves self-awareness (knowing that we know) and the capacity for both analytical reason and an intuitive grasp of truth. This capacity for self-aware wonder is, in itself, amazing.</p>
<p>Human experience also transcends a narrow definition of intellect. As the document further explains, our rationality shapes every aspect of our being:</p>
<p>…the term ‘rational’ encompasses all the capacities of the human person, including those related to knowing and understanding, as well as those of willing, loving, choosing, and desiring; it also includes all corporeal functions closely related to these abilities (AN 15).</p>
<p>Intelligence, in its fullest sense, is not just about processing information but also includes “the ability to savor what is true, good, and beautiful.” To this, I would add the capacity to wonder—what the philosopher Romano Guardini called “interiority.”</p>
<p><strong>Wall-E: The Perils of Automated Leisure</strong></p>
<p>A second, more dystopian vision emerges from the film <em>Wall-E</em>. In this future, humanity’s unchecked consumption has turned Earth into a vast, trash-covered wasteland. A place inhabited only by a lonely robot absorbed in the repetitive task of sorting debris. Humans have escaped to a cosmic leisure cruise, where their bodies are sustained by abundant calories and their minds are pacified by artificial pleasures.</p>
<p>The film’s imagery is rich with meaning. For these passive consumers, happiness has been reduced to escapism, a state in which they lose all agency, becoming so morbidly obese that they are unable to move on their own.</p>
<p>This vision stands in stark contrast to a view of work as an essential part of the human experience. Christian social ethics, for example, sees work not just as a means of earning a living but as a vital part of personal growth and community building.</p>
<p>Work gives us a sense of shared responsibility for the development of the world, and ultimately, for our life as a people (Fratelli Tutti 162).</p>
<p>When work is seen merely as an instrument for generating wealth, workers are valued only for their net contribution. This technical rationality pits them against machines. If humans “lose” to automation, it is not because of some cosmic law but because someone put profit before people.</p>
<p><strong> </strong></p>
<p><strong>The Wild Robot: The Ethics of Care</strong></p>
<p>In the third animated film, a highly intelligent robot becomes stranded in the wilderness. It finds itself in a situation for which it was not programmed: confronted by an orphaned gosling that imprints on the robot as its mother. The robot is puzzled, yet it intuitively “knows” it must respond to the gosling’s needs. With the help of other forest dwellers, the robot overcomes many frustrations to prepare its adopted child for an independent life</p>
<p>This story highlights a deeper meaning of intelligence that is largely absent from the current discourse about AI: the moral dimension. There are truths we intuitively know that call on us to act, even if we cannot fully explain them. One cannot remain deaf and blind to the suffering and needs of fellow beings, human or otherwise.</p>
<p>This kind of intelligence—rooted in empathy and care—is presumably beyond the reach of machines. At best, they can observe behavioral traces and calculate correlations, but it is doubtful they can truly <em>understand</em> in a human sense.</p>
<p>Human intelligence is not an isolated faculty but is exercised in relationships, finding its fullest expression in dialogue, collaboration, and solidarity… Even more sublime than knowing many things is the commitment to care for one another (AN 18).</p>
<p>The choice to structure these thoughts around three animated films is not coincidental. Artists often see the world with unique clarity. Today, animation is a hybrid product, a blend of human creativity and computational power. If, in the not-so-distant future, human creators become obsolete, will machines continue to inspire our souls?</p>
<p>These artistic visions serve as powerful prompts, encouraging us to think not only about the future of AI but, more importantly, about the enduring definition of what it means to be human.</p>

										<content:encoded><![CDATA[<p><strong>Nel nome di Cristo Nostra Pace</strong></p>
<p><span style="font-weight: 400;">La collaborazione pastorale tra la Chiesa greco-cattolica ucraina di Madonna di Zhyrovyci e Santi Martiri Sergio e Bacco e la parrocchia cattolica romana di Santa Maria ai Monti si sviluppa in un contesto di autentica comunione ecclesiale. Siamo sulla stessa piazza dello storico rione Monti a Roma.</span></p>
<p><span style="font-weight: 400;">Sebbene appartengano a tradizioni liturgiche diverse — il rito bizantino per la comunità ucraina e il rito romano per la Chiesa latina — entrambe riconoscono la stessa fede e obbedienza al Papa, Vescovo di Roma. La chiesa ucraina è al tempo stesso un luogo di culto per la comunità ucraina e un segno visibile dell’incontro tra Oriente e Occidente. La collaborazione tra le due parrocchie si esprime concretamente e prima di ogni altra cosa nella preghiera, celebrazioni liturgiche condivise, soprattutto in occasioni solenni come la Domenica delle Palme, la Pasqua, la Pentecoste o momenti di preghiera per la pace, iniziative caritative a favore dei più bisognosi — in particolare dei profughi ucraini — e nella partecipazione a progetti pastorali comuni con la diocesi di Roma. Questo dialogo fraterno tra i due riti dimostra la ricchezza e la varietà della Chiesa cattolica di Roma, capace di valorizzare la diversità come espressione della sua universalità.</span></p>
<p><span style="font-weight: 400;">Come già accennato, sono i poveri il terreno più comune nel quale si svolge la nostra collaborazione.</span></p>
<p><span style="font-weight: 400;">Ci domandiamo spesso, chi sono i poveri oggi?  Prima di tutto sono coloro che stanno sempre con noi:”</span></p>
<p><span style="font-weight: 400;"> </span><i><span style="font-weight: 400;">I poveri, infatti, li avete sempre con voi</span></i><span style="font-weight: 400;">” (Mt 26,11). Sono uomini e donne, nomi e cognomi, e rappresentano esattamente come la Parola di Dio, una spada a doppio taglio che penetra nella coscienza civile e cristiana di ognuno di noi; sono lo scandalo perenne di una società moderna che ha costruito il suo “accampamento” lo ha cinto di mura invalicabili e si è lasciata alle spalle, cinicamente, di nascosto e senza pietà un mucchio di pietre scartate. Sono ad esempio quelle persone che qui nel rione abbiamo aiutato insieme nei mesi della pandemia, quando sono emerse inaspettate povertà. Vorremmo mettere in evidenza una differenza diremmo storica; ieri i poveri erano coloro, anche intere popolazioni che nascevano e vivevano nelle periferie del mondo, in paesi sempre in guerra, e dove anche la natura sembrava non avere misericordia. Si nasceva poveri, e molto spesso poveri si moriva. Oggi in moltissimi casi, si diventa poveri; nel nostro mondo urbanizzato, anche qui a Roma nel centro storico. La solitudine delle grandi megalopoli rende poveri gli anziani, i legami sempre più fragili delle famiglie possono rendere all’improvviso, povero un coniuge. In una città dove c’è la Chiesa di Roma che si distingue storicamente per la carità e dove sono vissuti innumerevoli santi “sociali”, la presenza dei poveri è uno scandalo ancora più intollerabile. C’è un malessere che cresce. È sotto gli occhi di tutti il cosiddetto popolo dei senza dimora, catalogati «in povertà estrema». Constatiamo anche il barbonismo domestico, persone che hanno una casa di proprietà ma sono totalmente sole, spesso con problemi psichiatrici. </span></p>
<p><span style="font-weight: 400;"> </span></p>
<p><span style="font-weight: 400;">E poi c’è la guerra in Ucraina le cui conseguenze drammatiche arrivano fino nel cuore delle nostre parrocchie. Sembra di assistere ad un film quando nella preghiera dei fedeli si prega per: “i nostri ragazzi al fronte” oppure quando si raccolgono le coperte per l’inverno dei soldati. Eppure, è una triste realtà; ogni giovedì da tre anni nei locali di Santa Maria ai Monti centinaia di donne ucraine vengono per chiedere aiuto, alimenti, vestiario, medicine, denari, da inviare in Ucraina.  Chiedono però prima di tutto pace.</span></p>
<p><span style="font-weight: 400;">La lettura diciamo geopolitica che noi diamo alla guerra in corso non è esattamente la stessa come si può ben immaginare; diverse sono le prospettive e diverse sono naturalmente le conseguenze dirette e indirette, ma unica è la preghiera per la pace, il nostro impegno per essa.</span></p>
<p><span style="font-weight: 400;">Noi crediamo che Cristo nostra Pace trasformerà “le spade in vomeri, le lance in falci, un popolo non alzerà più la spada contro un altro popolo, non si eserciteranno più nell’arte della guerra”come dice Isaia e come è scritto nel frontespizio del Palazzo dell’ONU. Da secoli tutti affermano di fare la guerra per difendere il bene e la giustizia. In realtà la guerra serve a salvaguardare precisi interessi. La pace è la nostra vocazione, una aspirazione che abita nel cuore di tutti, e che deve ispirare ogni azione politica. Noi crediamo che nel mondo complesso e plurale in cui ci troviamo, non si può costruire la riconciliazione se non partendo da un punto comune: la condanna, il rigetto di ogni tipo di guerra.</span></p>

<p>Fondazione Centesimus Annus Pro-Pontifice – Roma, 16 maggio 2025</p>
<p>Signore e signori,</p>
<p>al termine di questo convegno internazionale del maggio 2025, desidero esprimere la mia profonda gratitudine per la qualità delle discussioni che avete avuto. Purtroppo non ho potuto essere con voi in questi tre giorni, ma i titoli evocativi delle vostre varie presentazioni testimoniano la profondità delle vostre riflessioni. Guidati dalla luce della dottrina sociale cattolica, avete affrontato le grandi questioni del nostro tempo, tra cui l’impatto delle nuove tecnologie, di di cui l’intelligenza artificiale (IA) è una delle manifestazioni più potenti, con tutte le sfide che ciò comporta. Papa Leone XIV, in un discorso pronunciato il 12 maggio 2025 davanti a più di 3.000 giornalisti e professionisti dei media nella Sala Paolo VI, ci ha giustamente e con forza ricordato: «L’intelligenza artificiale richiede una certa responsabilità se vuole servire veramente tutta l’umanità». E ha aggiunto: «L’intelligenza artificiale è una delle sfide del secolo». Queste parole devono risuonare in noi come un invito alla vigilanza e all’azione. L’IA ha indubbiamente un potenziale immenso: automazione utile, progressi medici, sostegno all’ istruzione e migliore interconnessione tra i popoli. Tuttavia, comporta anche rischi profondi che minacciano l’equilibrio stesso della nostra società globale. Un recente rapporto del Forum Monetario Internazionale ci avverte che il 45% delle aziende prevede di di ridurre la propria forza lavoro a favore dell’intelligenza artificiale e dell’automazione. Il rapporto evidenzia quindi i rischi di una crescente disparità salariale, in particolare per le classi medie, e la possibilità che i salari dei lavoratori altamente qualificati aumentino più che in proporzione ai guadagni di produttività determinati dall’IA. Se non regolamentata, questa dinamica potrebbe ampliare drasticamente il divario tra ricchi e poveri. Il divario digitale potrebbe diventare un divario sociale irreversibile, rendendo ancora più invisibili i più vulnerabili. Inoltre, nel 2024, l’Organizzazione Internazionale del Lavoro ha evidenziato le condizioni precarie e talvolta disumane dei lavoratori responsabili della formazione dell’intelligenza artificiale. Si tratta spesso di donne e uomini del Sud del mondo, mal pagati, senza protezione o riconoscimento. Stiamo assistendo alla nascita di un nuovo neocolonialismo digitale, più sottile ma più insidioso delle forme di colonizzazione del passato? Si tratta di uno sfruttamento senza frontiere, mascherato dall’innovazione? Un altro pericolo è quello di una plutocrazia tecnologica, dove il potere non è più nelle mani dei rappresentanti del popolo, ma di poche grandi aziende che controllano algoritmi, dati e processi di pensiero. Stiamo assistendo alla nascita di una nuova élite tecnica, un’aristocrazia digitale che sfugge al controllo democratico. Questo squilibrio rappresenta una minaccia diretta alla democrazia stessa. Quando le decisioni collettive sono influenzate da sistemi opachi che manipolano l’opinione pubblica su larga scala, cosa resta della libertà politica? Di fronte a ciò, la Chiesa deve affermare con forza: la dignità della persona umana è al di sopra di ogni tecnologia. Come ha già detto Papa Francesco: «Non basta che l’intelligenza artificiale sia tecnologicamente avanzata; deve essere orientata al bene integrale della persona umana e al rispetto del creato». La tecnologia, se lasciata a se stessa, non costruisce il bene. Ha bisogno di una coscienza. Ha bisogno di un quadro di riferimento. Ha bisogno di noi. In definitiva, esorto a non lasciare queste questioni nelle mani di pochi. La governance dell’intelligenza artificiale deve essere guidata da solidi principi etici. La dottrina sociale cattolica, con la sua visione di giustizia, sussidiarietà e bene comune, è un punto di riferimento sicuro in questo mondo incerto. Possa questa conferenza essere un momento decisivo per costruire, insieme, un’intelligenza umana e unita, all’altezza delle sfide del nostro tempo.</p>

<p style="text-align: justify;">“<em>Sentite tutta l’importanza delle parole. Non sono mai soltanto parole: sono fatti che costruiscono gli ambienti umani. Possono collegare o dividere, servire la verità o servirsene. Dobbiamo disarmare le parole, per disarmare le menti e disarmare la Terra</em>. <em>C’è un grande bisogno di riflessione, di pacatezza, di senso della complessità.</em>”  Lettera del Santo Padre al Direttore del Corriere della Sera del 14 marzo 2025</p>
<p style="text-align: justify;">Così Papa Francesco si esprimeva pochi giorni fa in una lettera al Direttore del più importante quotidiano italiano, il Corriere della Sera, parlando del bisogno di costruire una cultura della Pace. Un’emergenza non più eludibile in un tempo in cui “le parole sono pietre”, nell’era da qualcuno definita della post-verità.</p>
<p style="text-align: justify;">Nel momento in cui la verità non ha più importanza, cosa resta del contratto sociale che lega fra loro i membri di ogni società, di ogni comunità? O meglio, come si può applicare un contratto sociale, laddove non ci sono più strumenti di misura o verità condivise. Si torna ad un mondo, in cui la verità era una prerogativa di colui che deteneva il potere, che, come tale, si riteneva al di sopra delle verità scientifiche, delle verità storiche, e perfino della pietas.</p>
<p style="text-align: justify;">Ma com’è possibile che questo possa accadere oggi, in un mondo in cui il progresso scientifico fa ogni giorno enormi passi avanti, con nuove scoperte e sposta in avanti le frontiere della conoscenza; in cui l’informazione &#8211; prima limitata e a pagamento &#8211; ormai trabocca gratuitamente da ogni possibile mezzo di comunicazione, a partire dai telefonini ed Internet?</p>
<p style="text-align: justify;">È forse proprio questo il problema. E cioè che l’informazione è stata resa sì accessibile a tutti (“by any means, anytime, anywhere”) ed apparentemente anche gratuita<a href="#_ftn1" name="_ftnref1">[1]</a>, ma al tempo stesso la si è svuotata di qualità, eliminando i mediatori, cioè i giornalisti e gli editori. Come intende confermare la scritta: “You are the media now” riportata in apertura di X (ex Twitter) all’inizio del 2025. E la si è anche deresponsabilizzata, imponendo a tutto il mondo il “first amendment” della costituzione USA, secondo cui ognuno è libero di scrivere qualsiasi cosa, anche sapendo che si tratti di falsità.</p>
<p style="text-align: justify;">L’approccio tradizionale europeo fin dall’invenzione della stampa, da Gutenberg in poi, è stato quello di responsabilizzare i mediatori (i giornalisti, i direttori definiti per l’appunto “responsabili”, gli editori e perfino gli stampatori), che sono stati considerati responsabili verso la società di quanto appariva nei loro articoli, giornali o libri. E che possono essere perseguiti qualora scrivano il falso sapendo di farlo, e nel farlo arrechino danni ad altri (diffamazione) o alla società (incitazione alla violenza, all’odio razziale, ecc.).</p>
<p style="text-align: justify;">L’irruzione dei social media nel mondo dell’informazione ha avuto come conseguenza che l’assenza di regole si sia imposta in tutto il mondo, grazie al fatto che i social media non erano considerati responsabili delle informazioni da essi veicolate. Solo dal 2024, in Europa, con la piena entrata in vigore del DSA (Digital Service Act), anche le piattaforme Internet sono diventate soggetti responsabili delle informazioni che distribuiscono, e nei casi più gravi, possono essere anche perseguite.</p>
<p style="text-align: justify;">Purtroppo, le nuove regole europee arrivano troppo tardi, quando ormai i danni all’industria dei media di tutto il mondo sono irreparabili. In Italia, ad esempio, come ricordava il Presidente dell’Autorità delle Comunicazioni Giacomo Lasorella, il numero di copie di giornali venduti dal 1990 al 2020 si è dimezzato ogni dieci anni. Oggi solo l’1,5% delle famiglie italiane accede ad un quotidiano ogni giorno contro il 30% del 1990. Mentre nel 2024 il 60% circa di tutti gli introiti pubblicitari di tutti i media italiani è andato alla pubblicità on-line (e soprattutto a 4 gruppi: Google, Meta, Amazon e Tik Tok), mentre tutto il resto (tv, radio, giornali, ecc.) ha avuto il 40%.</p>
<p style="text-align: justify;">Il peggio è che questo trend sembra destinato ad aumentare anche per un fattore generazionale. Ormai, secondo il recentissimo sondaggio Eurobarometer sulle abitudini del pubblico giovanile (16-30 anni) in Europa<a href="#_ftn2" name="_ftnref2">[2]</a>, il 42% di questa fascia di età si informa soprattutto attraverso i social media contro il 39% dalle tv ed il 25% dalla stampa on line e di Youtube. Un’informazione &#8211; quella proposta dai social media &#8211; determinata dagli algoritmi (che decidono in base all’orientamento del lettore cosa proporre e promuovono la polarizzazione) e soprattutto non più “mediata” (cioè in assenza di mediatori professionali, come i giornalisti) e senza controllo umano.</p>
<p style="text-align: justify;">E qui torna d’aiuto ricordare il concetto principale espresso nell’Enciclica “Laudato sì” del 2015, quello di “ecologia integrale” che indica la necessità di un <em>nuovo paradigma economico, ambientale e sociale</em>, più resiliente e inclusivo. Un paradigma che &#8211; cosi come prescrive il non inquinamento dell’acqua e dell’aria &#8211; preveda anche un ecosistema dell’informazione che sia trasparente e responsabile, dove &#8211; proprio come scriveva pochi giorni fa il Pontefice al Corriere &#8211; ci si ricordi sempre che “le parole non sono mai soltanto parole: sono fatti che costruiscono gli ambienti umani. Possono collegare o dividere, servire la verità o servirsene”.</p>
<p style="text-align: justify;">Di questi temi &#8211; tra gli altri &#8211; si parlerà nel corso della nostra Conferenza Internazionale che si terrà in Vaticano il 15‐16‐17 maggio prossimi intitolata appunto “Overcoming Polarizations and Rebuilding Global Governance: the Ethical Foundations”.</p>
